If we're moving away from carrot, do we know what the alternatives are yet?
Should this bug be split, or are the two issues that intertwined? I'm always wary of compound summaries.

The problem is that carrot doesn't let you declare HA queues, so the solution to the problem is one of the two options I mentioned, we don't need to do both.
carrot is deprecated, so I'm in favour of moving onto something else. there are several options: kombu, pika or raw amqplib.

This is finished. We're using kombu now, and I've added a policy on the rabbitmq server to make all queues HA.
