The Kuma wiki document model allows tagging. However, tags are not displayed in the document template, nor can they be managed in document editing. So:

* List tags for a document, with each linked the document list page filtered by the respective tag (eg. /docs/tag/{tag-name})

* Add a tag management field to doc editing, probably in the header along with title and keywords

Oh and also: The Kitsune-inherited code wraps a constrained vocabulary around tagging. We probably want to remove that and allow free-form tagging, possibly along with an auto-complete / suggestion field like the one that's used on the profile form. (That implies tag prefix searching, though, which might be icky)
