We have a bunch of reports of work done on idle when users' machines come back from sleep or hybernate. This causes ui hangs and spinning throbbers for seconds before the browser can be used again. Idle service should restart it's idle timer when we come back from those states, not handle them as idle.

I just ran a test on Mac, and it doesn't appear to count hibernation time as "idle".
I assume you didn't touch any key or trackpad to resume, how was the test accomplished? What about sleep? Btw, I assumed comment 0 based on the description of the issues, we have to ensure what happens, on a platform basis. May even end up being untrue and just a different events loop bug.
also, what happens if the device is setup to sleep at the same exact time as idle? may that just cause idle to run as soon as we resume since the timeout expired just before sleep?
Marco, Is this windows or Mac only (ref: bug 639262)? Considered to be a regression?

I think this bug is just too generic to do anything with it, bug 639262 has better information... plus there have been various fixes to the idle timer, Timestamp and such... so I'm just going to resolve this.
