Steps to reproduce:

As of XULRunner 9, the XULRunner stub appears to require msvcr80.dll. Copying Microsoft.VC80.CRT.manifest and msvcr80.dll from the xulrunner directory to the application directory appears to make it work.

This seems to be effectively the same issue as bug 334528, and it's somewhat related to bug 706186, in that xulrunner-stub.exe probably shouldn't have any dependencies.
