Comments in bug 49334 say that gopher is not a module, but it could be.

I think the case is strong for this, here are my reasons:

1- mozilla should have a narrow, focused core of supported protocols. this make 
testing easier (do we even have a gopher test suite right now?)

2- footprint considerations for embedding and overall footprint apply here. 

3- modularity is good, users would be able to pick just the modules they 
want/need.
It is in a module - I think I discussed this on IRC rather than in the bug. Its
in nsNetModule2, which contains gopher, finger, datetime and ftp only. It may be
possible to move the gopher streamconverter into that module from the main one,
and maybe put ftp back into the main module.
