When width is reduce under 60 px/height under 30 px, at first mouse hover over the video the controls are still displayed (but at the next ones, not.
Steps to reproduce:
1. Go to http://www.robwinters.co.uk/lab/html5/video/drag-and-resize.htm
2. Resize de video until width is < 60 px (or height < 30px)
3. Mouse hover over the video
Actual result:
Video controls are displayed when mouse pointer is moved over the video.
Expected result:
For videos with width < 60 px or height < 30 px controls should not be displayed
Note:
At subsequent mouse hover over the video, controls are no longe displayed.

Tested on Windows 10, Ubuntu 22 and macOS 12 using Firefox 128.0b3, controls are no longer displayed.
I will close this issue, because no longer reproduced.
