disable android native multilocale

I need to merge to production and reconfig for this to go live.
Afterwards I need to kick off nightlies to verify.

Merged and reconfiged.
Kicked off an android (native) mozilla-central nightly which is non-multilocale; current multi nightly users will be updated to this en-US build.
