1) change page title: Apps | Mozilla Developer Network --> Mozilla Apps Developer Resources - Mozilla Developer Network 

2) change URL: https://developer.mozilla.org/en-US/Apps --> 
https://developer.mozilla.org/en-US/AppsResource (revise page description for search results)
3) redesign this page in time for MWC, something more like this:

or even just like this (in terms of layout / calls to action):
https://developer.mozilla.org/en/CSS

will need some copy, design and guidance to work out what content belongs above the fold, reposition video on page... -- and continue to include sign up links.
