Steps to reproduce:

Hit ALT-F, we now are in the File menu. Now right arrow. we now are in
the Edit menu. Now right arrow, we now are in the View menu. But
that's where the fun stops! You can't move to the History menu no
matter what you do here in View... try it.

WFM with Ubuntu 11.10. Latest nightly. 

Does this occur with a clean profile?

OK, I see I need to hit two right arrows to "bust out" of View to get to History...
But why not have right and left arrows always do the same thing there at the top level?
Yes same in safe mode.
The seven items there at top of screen: from "File" to "Help", one can move backwards smoothly with left arrow, but forwards one needs two right arrows there in View.

It's a little annoying, but how do you make it obvious?  You can't switch between menus using keyboard without having an item selected.

Agree, this isn't a bug.
