If after starting mozilla the first page you go to is a framed site the
back/forward buttons don't get activated till you either 1. Reload the framed
site (sometimes works) 2. Goto a non framed site then back to the framed site.
Just to clarify the reproduction steps..

1. Start mozilla
2. ensure the _first_ site you visit is framed.
3. Navigate in the framed site. 
4. observe that the navigation buttons never get activated till you reload or
visit a non framed site.

The URL above has a simple test case.
