Currently the DoorHangerPopup is inflated during app startup. However, the user is highly not to encounter a DoorHangerPopup whenever he uses Fennec. It's better to do the "inflation" when the first DoorHanger is being added into it. This will quite a bit as we avoid inflation.

This patch loads an empty window initially and then loads the required UI when the first doorhanger is being inserted into it. This saves few Ts on the startup.
