726454 - [Downloads Panel] Remove some items from the panel automatically

This bug tracks work to be done on top of the Downloads Panel in bug 726444.

* Try to limit the number of items, even in the same session, so that the panel
  rarely gets a scrollbar (never getting a scrollbar would be nice, but would
  require another management interface for in-progress downloads).

An in-content page (based on what we have now) ? It could display all the downloads with more interaction like displaying certain types of files (images for example).
