We don't have any visual feedback when add-ons are being synched. It's confusing and the user might try to install his add-ons again. We should add a panel to the Add-ons Manager mentioning that Sync is in progress or something like that.
Not sure how we'll want to proceed here. On one hand, I agree with you. On the other, one of the tenets of Sync is for it to "just work" [without any UI]. When Sync is installing extensions, about:addons will show progress as it is being made. Basically, an extension will magically show up once it is installed by Sync. Assigning to Sync product for now. Maybe add-ons people can comment.

Yeah I'm unsure what we'd do here. The synced add-ons should show up in the add-ons manager anyway (even if a restart is necessary to install them), and I wouldn't expect there to be an issue if users tried installing add-ons again.

One thing the Add-ons Manager could do is show something in the manual-install confirmation dialog - "You already have this add-on installed". Which would be useful even without Sync. Filed bug 756348.
