back button does not get activated within frames with no history.

When a NEW window is opened to a FRAMED page, the back button does not get
activated; the only way to go back is to use the "Go" menu and select a previous
item in the history.
If we go to a FRAMED page from a window already having history items, the back
button is activated and can be used.

this is a dupe of a bug I have about your start page with broken back/forward
buttons
