72843 - Need to update Mac builds for PSM 2.0

There has been a new project file added to the PSM 2.0 build that I'd like to 
check in.  This is a new idl file that needs to get built.

Also on the Mac, necko does not export the security-prefs.js file into the 
default prefs directory.  This patch will also solve that problem.  If need be, 
this can be broken into 2 bugs with 2 patches, but I've got both relatively small 
and safe changes already in the same tree.

crypto engine around 4/6

It's a new file, MANIFEST_PREFS whose content is just one line:
