728597 - Merge SeaMonkey build-tools back to official build-tools repo

SeaMonkey wishes to merge my user-repo copy of build-tools down to the official copy in order to get our items in MXR mostly. We still plan to use the user-repo so that incompat changes in official build-tools can have padding before there is action required.

1) apparantly I never attached a "dummy file for offiical review"
2) I thought I was waiting on official review here for all 3 years.

Given that I no longer care enough to pursue this, WONTFIX
