We have the same problem in all sidebar tools. Setting title or tooltiptext on an element no longer displays a tooltip.
1. Open the computed view.
2. Mouse over a css filename ... no tooltip is shown.
3. Hover over the MDN help icon (?) ... still no tooltips.
4. We have the same issue in the rule view.
These worked before the tools were moved into the sidebar.

This 1 liner fixes the issue for all developer tools launched in the sidebar.
