+++ This bug was initially created as a clone of Bug #677919 +++
See original bug for details. I created a new bug because this patch will not solve the original problem. This patch will fix a bug that intl.accept_languages is ignored in CJK locales.

Use intl.accept_languages when guessing the language from charset
Hm, this patch caused reftest-1 failure on Android.

:emk, could you confirm that this and bug 677919 are no longer issues? At least is my understanding is that the situation was fixed in bug 1581822.
