steps to reproduce:
1. Go to https://marketplace-dev.allizom.org/en-US/developers/submit/app/terms
2. Click on 'Additional Marketplace Policies'

observed behavior:
https://developer.mozilla.org/en/Apps/Marketplace_Review loads which is a 404

This is intermittent and loads a 404 pretty often. We are linking to a bunch of MDN links from marketplace and it won't be nice to load 404 page to our users.
