Resizing of text on CSS fixed position page will not occur until scrollbar is moved.

Details
When I press CTRL-+ or CTRL--, resizing of text will not occur, until the right
scrollbar is moved. If I press CTRL-+ and move the scrollbar, text will appear
on top of other text and will appear out of its proper table cells and links.
When I press CTRL-- and move the scrollbar, excessive whitespace will appear
between words. After I've done that and click "reload", the page appears
aligned as it should be. This behavior also appears on all other CSS fixed
position pages which have paragraphs that I tested with Mozilla, including other
pages on the site at the above URL.

I have since changed the page to a single fixed menu at the top of the page, so
that the page would be viewable in the Opera browser as well as Mozilla. The
example you should now use to test resizing of text is at:

This may be related, inderectly, to some of the painting issues in bug 79193 and
bug 77654 .
Not totally sure if they are really related, but Seems like it is a problem with
proper reflow and those two bugs display even more basic reflow problems than
this bug. It could be that when they are fixed, this one would be???

The first problem (zoom doesn't show immediately) has been fixed a long time ago.
The second problem is a dup of bug 51578 ("Text Zoom doesn't work well with
position:fixed elements").
