This happened on my Linux build tonight.

Scroll to the bottom of the page

slowly start scrolling up. 

Window does not redraw correctly -- moving an xterm window over the browser and
back causes it to redraw correctly however.

See the attached screenshot.
Note that clicking the scroll arrows is what makes this happen most easily.
WFM with Flash installed.
I can confirm this on the 2001032308 linux build and with Flash installed. 
However it appears to be intermitent.  Some times it happens, other times it
does not.  I have not seen this problem before todays build, and I work at
weather.com and use mozilla as my primary browser.  Also if you cover the
browser with another window and then bring it back to the top, the page is
painted correctly.
Moving to 1.0 and reassigning to serge. Shrir, is this still a problem?

yeah i see a problem here (not exactly as you have shown in the screenshot). But 
I see blank patches when I scroll up(no flash installed). Changing qa: petersen.

I doubt it has something to do with plugins code,
most likely it's imagelib problem.
at least, I've noticed it's getting visible when page contains some animated 
gif. 
I think this is the same problem as bug 73406.  Turning off the new viewmanager
in the prefs.js fixes the problem, and www.weather.com has both a absolute
position DIV, and an IFRAME on almost every page.
My fix to 73406 fixes this as well.
