Currently there is no way to force a reload of cached objects like CSS & JS files, images, etc. without deleting all private data. There needs to be a way to force all objects associated with a page to be reloaded.

Note that shift-reload is currently broken for desktop: bug 831153.

I suggest doing a force-reload on long press of the refresh button

Since the last update is more than 2 years, we are removing the tracking-fennec flag for now.

Isn't this already implemented? I seem to remember that for a while, the default behaviour of the reload button was to do a force-reload. Somewhere within the last year or two this was changed to a normal cached reload, with the force-reload being moved to a long press of the button.

Yes long press on the refresh button bypasses the cache.
