Steps to reproduce:
A)
1. Go to ioana_cis.blog.com
2. Pan up
B)
1. Go to youtube.com
2. On xul version - go to bottom and choose desktop version
3. Pan the page up
Expected result:
- page should pan smoothly, no rendering issues
- the blog.com login bar should remain in the upper part, under the URL bar, fixed (as seen on desktop)
Actual result:
- both for youtube and blog.com you will see the login bar or command bad floating while panning.
- please see attached screens
