Outliner's columns are mis-aligned

Details
Outliner doesn't deal with borders/padding on the intermediate containers
between the body and the outliner. It needs to compute the absolute position
of the columns and cells in the outliner's actual coordinate space, so that it
can figure out how to properly shave space off the leftmost and rightmost
columns.

This is pretty minor. Can wait until 1.0.

I read the description of this bug, but I don't have a clue what it means. Can
someone rephrase this? (or maybe a screenshot showing the problem...)
