Once we're able to create and extract tests.tar.xz files, we need to switch the automation code over to use them. This requires at least: * probably modifying the call to make package-tests to tell it to create a .tar.xz * modifications to post_upload.py? * modifying make upload to capture tests.tar.xz as a tests url * modifying test factories to recognize tests.tar.xz as a tests url * modifying the unpack step to handle .tar.xz files
