steps to reproduce:
1. open a long webpage (you start out at the top of the page)
2. put your finger on the top of the page and drag far down
3. do a short fling upwards
   - expected: page scrolls down
   - actual: page snaps to top of page, disregarding the fling
Setting this as minor is a sure way to see it never fixed.
