Steps to reproduce:

- noticed that a spammer created a bugzilla account for self
- spammer added spam comments to existing bugs
- tried to remove spammer account & comment



Actual results:

- could not


Expected results:

- should have an administrative option to delete spam users and/or all their artefacts

My idea is to not delete spam users, else they could recreate their account once you delete them. They should rather be marked as disabled and all their comments, attachments and bugs deleted. Deleting spam bugs and attachments is fine and harmless. Deleting comments is fine as long as you leave the comment empty rather than deleting it entirely, else the numbering of subsequent comments would be wrong.
