Since M13, the helper applications panel in Mozilla has come up blank for me. I can sometimes add a helper such as acroread, blindly, and sometimes not. This stuff works fine in all my versions of Netscape 4.x.
As you indicate, this is an old bug. Create a new profile to verify it works. Dup of bug 50914 *** This bug has been marked as a duplicate of 50914 ***
