Details

userContent.css and userChrome.css are very handy ways to customize Firefox, especially for enterprises.

Unfortunately they have to be placed in a users profile directory to be effective.

If we introduced the concept of systemContent and systemChrome, they would allow some to put files in the chrome directory where Firefox was installed and make changes for all users (and customize deployments) without writing an add-on.
There are better ways to do this.
