to reduce our reliance on outside resources, we could disable using timestamp.verisign.com for authenticode signing of try/dep builds.
perhaps also for nightly builds.
release builds still need to contact this service

implementation getting done as part of 730972. it will require a change to signscript.ini on the dev/try signing instances if we want to do this.
