736781 - Consider "What's this?" links in the UI

During user feedback gathering, people often asked the question, "What's this?"  Such as Product Versions and how they work.  Or environments and how they work.  We could add a link to the documentation here very easily to explain some of these things.  Presumably, it would open the link in a new tab or window.  

Or perhaps it could use an AJAX call to the documentation and show the doc in an overlay?

eric: I can create the list of urls somewhere that you could map to.  Perhaps templatetags are the right thing for this?

user feedback:

* "What is this 'version' thing?" "Do I have to put in a specific version?" "Firefox 11 and 12 are almost identical in terms of the feature I'm testing, can I create test cases that apply to both?"

* User was very confused about where the choices for run/case envs came
from, never did make the connection with the initial "profile" dropdown
choice they made when creating the product.

You know, I was wondering if a circle with an "i" in it (like the international "tourist information" sign) might be better.  I don't really know, just a thought.  And could these also open to a new tab?

Cam: Just pushed help links to all tag and environment pages. I felt like we were adding too many of the exact same link on on page with edit-environment, add-category and add-element, so instead of adding that last link, I made some changes to the context and placeholders so there are more instructions inline. Let me know what you think.
