73697 - RFE: X font should look in font approp. for user's locale before random

When a glyph cannot be found in the style sheet specified fonts
look for the glyph in fonts appropriate for the user's locale 
before going random.

This is different from bug 69139. Bug 69139 talks about the
document's (actually element's) language group. This bug talks
about the language group of the user's locale.
