https://developer.mozilla.org/en/Creating_a_patch is a decent attempt at keeping the process simple, but it's full of instructions about CVS and SVN. We should restrict it to HG, and find a better way of instructing in the use of MQ. I think my tutorial in https://developer.mozilla.org/en/Mercurial_queues is decent, but it's hampered by the kitchen sink aspect of that page and the large warnings that greet viewers.
