Feedback from MDN work week:
Currently, we allow people to save edits to pages and request a tech/editorial review. But, some people are not confident enough to directly change the site without some review first.
So, it might be nice to let people submit an edit to a page, but keep it visible only to editors - kind of like a github Pull Request.
We sort of have this, though disabled, in the review approval process inherited from Kitsune. The difference is that Kitsune doesn't let the page editor opt into review-before-publish. They just review all changes no matter what
So, this bug is about maybe re-enabling review-before-publish, but making it an option that the page editor can choose to impose.
