After discussion on IRC, we decided it would be a good idea to add telemetry for checkerboarding.
This would work out as after any two consecutive frames with particularly bad checkerboarding (say > 75% of the screen?), a door-hanger would drop down to prompt if it's ok to report on the situation. This notification would be throttled to somewhere in the region of once a day.
The report would include the page URL, the amount of checkerboarding, the current panning velocity and the display-port strategy (obviously, along with the device information).
We could use this information to do further investigation/testing and to tweak strategies/decide on how to choose between strategies.

The [telemetry-needed] whiteboard tag is just a tracking flag for bugs that are to add Telemetry probes.

we have acceptable checkerboarding now, and other ways to test for it.
