Currently the month average calculation doesn’t take affiliates with no downloads into account. Should it?

IMO it shouldn't. If it did, we'd be getting tiny averages due to abandoned accounts or banners that may have been removed from the site they were originally on. By requiring a minimum of one download to be included in the average, we're able to show users the average of users that are at least minimally active in some way for that time period, which is a much more useful stat than the average of every account that ever existed.
Chelsea: Thoughts? If you agree, you can WONTFIX this bug as well. :D
