Mozilla does not repaint the contents of a select element when the selectedIndex
property is changed via javascript.  This only happens when the select tag is in
a fieldset with a legend.  If you leave the legend out, it repaints just fine. 
Will attach a testcase.  I am using the Mozilla 0.8.1 release win32 zip file.

One thing I forgot to add -- if you minimize the window, and bring it back up
again, you get the desired result.

I have created a more simplified testcass -- which I will attach.  It seems that
when you select any choice from the dropdown list, the choice does not show
right away.  You have to click on the document somewhere for the change to
register.  Once again, this only happens when a legend is included.
