platfrom: windows nt
to reproduce: go to any page that is long. using the mouse, scroll down the page
by dragging the thumb down. as you drag it down, slowly move the mouse to the
left so that it moves away from the thumb and into the body.
using communicator 4.6, you have a lot of leeway until the app thinks you are so
far away from the thumb that it stopps and flicks back up to the top of the
page. in apprunner, however, virtually the instant the pointer leaves the thumb,
it stopps scrolling and flips you back up to the top of the page. this is a bad
thing. the application needs to be far less sensitive to mouse position during
scrolling than it is now. use 4.6 as a reference for good behavior.

Bug does not occur with apprunner 1999-10-09-09-M11 on Windows 98 SE.
Bug *does* occur with apprunner 1999-10-09-09-M11 on Windows NT 4.0 SP5.
Adding PP to Summary.

Tested with 1999-12-08-08-M12 nightly binary on Windows NT 4.0sp3, with
*NATIVE* scrollbars enabled, this bug is still the same for Win NT.
With *GFX* scrollbars enabled, a completely different bug was seen -
see bug 21243, "GFX scrollbar slider insensitive to perpendicular cursor
positioning" for that.
If GFX scrollbars will be the shipping scrollbars, it may make sense to retire
this bug in favour of bug 21243 and resolve it as WONTFIX.

sidr@albedo.net is correct. since there won't be any native scrollbars in shipping product,
this bug although valid, won't be fixed. Marking as such.
