We're working towards putting in place a new provisional council (I'm using provisional here since they won't be elected yet). This bug is for tracking that progress.

I've postponed this until we have out council meeting on Sunday 13 May. What I'd like to propose is that the new council be selected on June 1st and fully operation by the end of the ReMo Camp in July.

After thining about this some more, I think it is best we wait to discuss general governance for the program at the Mozilla Reps Camp 2012 before making a final decision on the future of the council.
