The site is mainly in English. on main page it has a link for Information in 
Hebrew .The charset as autoviewd by Internet explorer should be windows-1255. 
When browsing the site with mozilla and trying to perform charset coding on the 
hebrew page the text "vanishes" and you get the front enlish page again.
Reproducible: Always
Steps to Reproduce:
1.execute mozilla on a computer with windows-98 hebrew enabled.
2.type the url: royalhoteldeadsea.com 
3.on the left side of the page there is an index shaped like a pillar
 click the lowest one (below "get in touch") which is in Hebrew
 you get a screen with east-european characters
4.click View on main menu bar
5.select character coding
6.select Hebrew windows-1255 
7.execute Internet Explorer
8.repeat steps 2-6
9. compare results 
Actual Results:  The page disapear and the main page with the hotel's picture 
is displayed again.
Expected Results:  Information in Hebrew letters should be displayed as it is 
done by IE browser.

The patch looks reasonable, we basically change the bidi type of two characters.

Change the summary to "Cannot change characters set in this frame". I don't think 
this is related to bidi patch at all. I can reproduce this in my non bidi trunk 
buidl with any encoding. The problem is we change the encoding of the whole page, 
but not the inner frame. Reassing this to nhotta.
