Steps to reproduce:

1. Set 'browser.tabs.loadDivertedInBackground' to 'true'
2. Open URL from e.g. Thunderbird in Windows 7


Actual results:

Thunderbird loses focus but Firefox is not 'brought to the front'


Expected results:

Thunderbird (or any application that launches a URL) should not lose focus.

Steps to reproduce: As in comment 1, also seen in a clean profile with just 'browser.tabs.loadDivertedInBackground' changed to 'true'.

I see the focus problem with all external applications like the OP, but in my case specifically MetroTwit Loop and FeedDemon 4.1.

Regression window: being on the beta channel, I've seen this since 14.0 beta 6 (the first 14.0 release on the public beta channel), whereas previous beta's up to and including 13.0 worked fine.
