74251 - New Navigator Window doesn't work while downloading with no other windows open

While downloading any file (Save to disk), if all open Navigator windows are
closed, New Navigator Window will not open a window.  Other methods of opening a
window (keyboard shortcut, using a bookmark) will not work either.  The download
must complete before any windows can be opened.  Note - New Navigator Window
will work while downloading if other Navigator windows are already open.

Reproducible: Always
Steps to Reproduce:
Download a file from any Web site (Save to disk).  Close all open Navigator
Windows (other than the download dialogue).  Select "New Navigator Window" from
the file menu or type Command-N

Actual Results:  Nothing

Expected Results:  New Browser window opens

duplicate of bug 50424 by way of bug 64089.  But it's not clear that the fix for 
bug 50424 fixes this....  I don't believe it does.

This is a dup of 64089, but that should not have been marked as a dup itself. 
50424 appears to be Windows-specific, and this bug is Mac-specific and likely
requires a different fix.  If this is closed 64089 should be reopened.

I can reproduce with build 033004 on Mac OS 8.6.

okay, I reopened bug 64089 and making this one a a dupe of it.
