I can't modify livemarks addresses.

that's expected, we don't plan to allow modifications in the product, you should create a new livemark to the new address.

Are they still modifiable by addons? (for example HTTPS-Everywhere used to modify feed addresses to use https)
yes, though the changes are unlikely to be Synced.
obviously the add-on can also delete the livemark and make a new one at the same position (this would be synced).
