This is a sliding image which responds to touch events, and if you scroll horizontally in a way that your fingers touch the image, we behave badly. Comparing the rendering with the stock browser, I think the issue here is that we mostly don't handle the meta viewport tag correctly.
Using the Fennec UA I don't get a meta viewport tag on this page.

As of May 28th, I get a mobile Microsoft site which is functioning pretty well. Marking this resolved WFM.

Verifying that I'm seeing what's in comment 0 on ICS, although the meta viewport problem still exists. That issue is covered in bug 713074 though.
