The WN page for FF13 should be enabled per bug 752689, and resolve to https://www.mozilla.org/en-US/firefox/13.0/whatsnew/ (locale dependent, of course).

per FF13 signoff meeting just now, the whats-new pages for FF13.0 will all be in their usual locale-specific-location on mozilla website. Each locale will have a whats-new page. However, for any locales that have not have localized their whats-new page, the whats-new page will have en-US contents. 

This work is all being done by WebDev, RelEng only does snippets with url of localized whats-new pages as usual. For details see bug#749733.

Given we're sending 4 through 9.0.1 to 12.0 forever more I think we can trim this to just 10.0 through 12.0. r+ with that.
