This is a tracker bug for what appcache changes we need to support the most basic stuff to enable open web apps.

Bug 744715 won't help us on Desktop where installed apps live in separate profiles, but it would help a lot on mobile where (at least for now) installed apps live in the firefox profile.

I think we can retire this tracking bug. We now have
