There's a bunch of individual bugs filed on these MUs, because we'll be shipping them individually. This bug will track the RelEng work, which will all be done at the same time.

Note, we should https for the billboard

and extv needs to be 11.0.0.

I ran patcher with the attached config and deleted all the beta and betatest snippets.

All MUs are now enabled on the releasetest channel.

I verified that a 3.6.28 mac build, in a profile where I'd previously said "No Thanks" to the 11.0 offer we have on release, opened a dialog to re-offer 11.0. The billboard doesn't display because it's not published on mozilla.org yet, so the update offer that looks like a minor update for the moment.
