The directories for Firefox changed, and according to bug 741756 comment 16, those are hardcoded.

http://hg.mozilla.org/mozilla-central/file/default/browser/locales/l10n.ini is the entry point, references http://hg.mozilla.org/mozilla-central/file/default/toolkit/locales/l10n.ini and http://hg.mozilla.org/mozilla-central/file/default/services/sync/locales/l10n.ini.
[compare] dirs and [extra] dirs should trigger.
Boils down to browser extensions/reporter other-licenses/branding/firefox browser/branding/official extensions/spellcheck netwerk dom toolkit security/manager

I believe 'browser/branding/official' is covered by the general 'browser' entry, so I didn't add it.
