Debugging is immensely easier if you can get the browser to take video from a file if the camera won't open (due to two browsers on the same machine, or a machine/vm without a camera, etc). Longer-term we'd just set it up in the app by using video_elem.captureStreamUntilEnded() instead of getUserMedia().

This is no longer needed; we have other ways to inject video from a file or via fake drivers (in test)
