Details

On SDK of Windows/ARM, there is no WinSock lib.

So we may need new socket implementation using WinRT for ARM target.
What's the point of ARM support? Is it possible to install non-Metro app on WOA at all? Or is there a plan to develop Firefox for WOA as a Metro app (not a Metro style enabled Desktop Browser)?

We have no plan for Firefox "now". This bug is NSPR issue, so we should not consider Firefox release.
OS: Windows 8 Metro → Windows 8.1
